Juliet Obaru

Masters in Business Administration (Final Dissertation in review), BA-Arts with Concurrent Diploma in Education, Diploma in Business Studies. Certification in PMDPRO (Project Management for Development professionals).

Juliet Obaru is an Operations and Support Services professional with over 15years of progressive experience with specialty in Project support functions of Finance, Administration, Human Resources, Procurement, Logistics (Fleet and warehouse), Assets and IT Management for donor funded projects with various Humanitarian organizations from Local/National NGO to International NGOs, working directly with Grassroot communities and persons of Concern in emergency, recovery and development context. Juliet has additional experience in providing technical expertise to partner organization which includes Government bodies and local organizations.

Juliet’s journey in Humanitarian work started in January ,2008 As Administrative/Accounts Assistant with Facilitation for Peace and Development (FAPAD) Local NGO based in Lira District, Northern Uganda funded by EDF, DANIDA, UNICEF, ICCO-Netherlands, Trocaire and BD-Belgium to address issues in Education, Child protection, Gender based Violence, Legal aid services, livelihood, Civic Education and Governance for the IDPs (Internally Displaced Persons). In May, 2012 Juliet moved on as Administration Officer and Senior Administration Officer with Concern Worldwide-INGO based in Pader, Northern Region, to provide support to the projects and technical support to partner organizations and district local government for the returnee and recovery programme funded by IRISH-AID, Austrian Development Cooperation, Charity Water-US. In June, 2018, with Mercy Corps-INGO based in Moroto, Karamoja Region, Uganda as an Operations Manager providing general leadership and management of the support functions and provide support to local partner organizations in area of operations for Food Security, Climate smart Agriculture, Peace building and cross border project funded by USAID, UKAID, DFID and UK Space agency. In January,2022, with Danish Refugee Council in Westnile, Uganda as Support Services Manager; providing general leadership and oversight to support functions) and provide support to local partner organizations in area of operations to support persons of concern(Refugees, Persons with Special needs, Persons with disability) from South Sudan, Democratic Republic of Congo, Somalia and Sudan and Host communities for Protection, Gender based Violence, Livelihoods, Infrastructure and water resource management projects funded by DANIDA, UNHCR, BPRM-US Funding, SIDA, Hilton Foundation, IWMI and IKEA Foundation.

Juliet’s Main achievements are;

  • Streamlining the systems in operations to support programme needs which increased efficiency and improved performance of the departments.
  • Successful budget proposals, USAID, UNHCR, ILO, IWMI, DANIDA
  • Capacity building of the team in operations or support and programme and creating good working relations between programme and support.
  • office set up in new locations in Adjumani to respond to emergency programme and Napak USAID project Expansion and Karita in Karamoja.
  • Technical support to partner organization staff in areas of operations which improved the accountabilities

Technical skills: Office suite, Quick books, ERP system, Google applications.

Career Goal: To become operations/Support Services Expert and International consultant.
